Rispana-Bindal Elevated Road Project Puts 2,600 Homes at Risk

In a major development for Dehradun’s infrastructure landscape, the proposed Rispana-Bindal Elevated Road project has gained momentum as the Municipal Corporation begins issuing notices to over 2,600 homes and structures within the proposed construction zone. The move follows a joint survey conducted along the banks of the Rispana and Bindal rivers, during which the identified structures were marked.

Officials are now seeking ownership documents from residents whose properties fall under the marked zones. The notice also invites affected individuals to submit their objections, which will be reviewed before any encroachment removal actions are undertaken.

The project entails the construction of two elevated corridors spanning approximately 26 kilometers—11 km over the Rispana River and 15 km over the Bindal River. With an estimated cost of ₹6,252 crore, the four-lane elevated roads are aimed at easing traffic congestion in Dehradun.

To facilitate construction, essential infrastructure such as power lines, high-tension lines, and sewer networks will also be relocated. The municipal corporation has clarified that house tax receipts will not be considered valid proof of ownership.

According to Assistant Municipal Commissioner VPS Chauhan, notices are being dispatched to property owners along both rivers, requesting documents and outlining the valuation process of the identified properties. However, the schedule for objection hearings has not yet been announced and will be decided based on directions from higher authorities.

The Rispana stretch of the project will impact approximately 45 hectares of land, including 42.648 hectares of government land and 2.1736 hectares of private land, affecting 771 permanent and 349 temporary structures. Meanwhile, the Bindal stretch will cover around 44 hectares, comprising government, private, forest, defense, and other categorized lands, impacting 934 permanent and 560 temporary structures—totaling 1,494.
